Who Is The Scammer?

as you know VISA International suspended all the Globe Wallet VISA cards provided by First-Pay.com
A lot of people including me had money on that cards. It passed more than 3 month and i didn't get any refund. Some other received money but me no ( this is discrimination or what it is?)

I sent an email to SolidTrustPay support and they said that they will reply when they will verify my First-Pay.com balance. It passed more than 6 weeks until that and not another reply yet. What kind of support is this?

I see another update on STP blog: "Due to some incorrect card balances as reported by the Globe Wallet card company, we are still unable to positively affirm what members should receive as reimbursements for funds residing on their STP VISA cards. "

All i want to know is who is the scammer here? Solid Trust Pay, Globe Wallet or both?
