Hello,

A brief look at the StormPay Inc. website would seem to indicate a business similar to that of Paypal, a Maine licensed e money transmitter, and if doing business with Maine residents would require a license issued by this agency under the provisions of Title 32MRSA c.80 sub.c.I.

Any further questions or information, please address them to Managing Examiner Mary V. Young. I have copied her with your message and my response as she is the person responsible for money transmitters in this Agency.

Thank you,

Richard T. Howard

The following is a list of states which require "Money Transmitters" like StormPay to be LICENSED and, in most cases, BONDED......PRIOR TO CONDUCTING BUSINESS in those states.

Well, YOU GUESSED IT........StormPay seems to have been operating "under the radar", hoping nothing would go wrong. Looks like they have a problem.

The "Compliance Brigades" need YOUR help, particularily if you are a resident of one of the following 19 states:

Arizona, California, Colorado, Connecticut, Delaware, District of Columbia, Florida, Idaho, Illinois, Indiana, Kansas, Louisiana, Maine, Maryland, Massachusetts, Minnesota, Nebraska, Nevada, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Texas, Vermont, Virginia, West Virginia.

StormPay is only LICENSED in one state: Tennessee. If YOUR STATE is not listed above, you can still find your State's information on the "Time to Thank StormPay" thread. StormPay may be "out of compliance" in YOUR state even it is not listed. The above-listed States REQUIRE the LICENSING of ALL "Money Transmitters" and have the stiffest laws with regard to them.

What can you do? Find YOUR State on the "Time to thank StormPay" thread. Read your State's information on that thread. Pick up the PHONE of go on your State's Website and CONTACT your State's Department of Banking and Finance and "TELL THEM YOUR STORY. YOU could be helping your fellow citizens NOW and in the future.

I think we all owe StormPay a debt of gratitude, for protecting our interests in this mess! They stopped most autosurfs dead in their tracks, and have held our money for safekeeping. I for one sleep better at night knowing that StormPay is looking out for me. Somehow thanks don’t seem to be enough. So I have an idea of how to help them. It would appear that in many states that StormPay forgot to register as a money transmitter. Now I’m sure they have been so busy protecting us, that this may have just slipped their minds.

So to thank them properly I suggest you call your state agency that regulates money transmitters, and ask them to give StormPay a gentle reminder of this oversight. Now mind you, each state is different, and some have no regulations at all, but for each state that does, besides Tennessee, helping StormPay just seems to be the right thing to do. Below is a starting point for all states that regulate, this should help you research laws pertaining to this. First see if their registered, then see if they have to be. Thirdly contact the agency in charge and explain your concern for this fine company.
