Loaned Him Money And Now He's Gone

Im in a quarrel here. I met this guy through the internet, he introduced me to his company, that loaned money off private people and paid it back in 4 payments within 12 months with dividends. I decided to do business with him for a fairly large amount.
It all sounded good, he provided me with tonnes of DD (company registration, his name and physical address), he even snail-mailed me a signed contract that I signed and scanned back to him, AND scanned the receipts and mailed them to me for the money I wired to him.
Well when it was time for the first payment he started coming with lame excuses and it continued until the 12 months were up. after that he hasnt returned my mails, however I can see he's continuing with his company, and even made new! I found his LinkedIN, eCademy and Gobig profiles that are steadily updated. I even found his facebook account!
I've literally sent him hundreds of mails, but he doesnt reply, and I can't do a thing about it! I've called the police, but they say they can't do anything about it, and say i have to make a civil lawsuit. But can I do that when he's from another country?
I literally have no idea what to do. :-(

I'm here to make some money! Have been investing in HYIPs for the last month or so, and have already been burned by Profitsinparadise.com and now angel-capital.org and imonet.biz seem to be going down too. :/ Oh well, what doesnt kill you makes you stronger.
