Where Is Paypal?

I been trying for two days to log into PayPal.
I keep getting in the title Page Not Found, and the page has a link to retry, but takes back to same page.

Anyone know what is going on with PayPal?

Withdrawals:
Is there days that withdrawals can be requested, and is there a
certain day that payments are made?
Or
can withdrawals be requested any day and you pay them in a cetain
amount of time, or you have a specific day that you make payments?

Mature:
What does this mean when it still states No under Mature?
I have a plan 2 invested on the 5th. 2 days would have been on the 7th.
But today on the 8th, it states No mature. So what is Mature?
I don't want to put money back in the plan and then have 2 active,
although it is past the duration days.
