Is this a BOA Mastercard or Visa, or is this a BOA checking account which you used an ACH transfer?

Did you not call them by the date they listed??? If you didnt thats why they reversed it. If they need more info they send a letter like that to get you to call. You dont call they take the money back, you do call then they continue their investigation. I have BofA too and got a letter like that for my EMO chargeback. I called and so far the investigation is still going.

I called them back and they said it's not a fraud so we decline your claim. I clearly stated that this Scampay merchant failed to deliver the service and they said you can't dispute a transaction which is not a fraud so they asked me to call another department within BOFA that dealing with merchant. I'm confused, when I filed dispute, I did on the internet banking and I clearly stated that I did authorise the transaction but why it suddenly go to the fraud department...

Happened to me too. Got a letter from my credit card company saying that I have accepted the terms and conditions of SP, so they can't help me further. They re-debitted my account after giving me a chargeback credit last month.

Keep fighting it. That "we can't help you" is B.S. Visa now requires banks offering Visa debit cards to offer chargeback facilities to a customer who finds goods are not supplied. You can report your bank to Visa if they do not comply. Call them and mention that.
