Use Firefox, and maybe install the extension 'NoScript'.

try yahoo toolbar (it includes free pop blocker and spyware stopper)

I use AOL, they are good at blocking pop ups,

Also my enternet explorer does a pretty good job also, my explorer has the google toolbar that has the pop up blocker
And it has the yahoo toolbar that brings an antispy feature
