I know that OEs to E-Gold are taking weeks, but are OEs to other currencies quicker? What is the quickest form of OE at the current time?

I find e-Bullion to be much quicker. Also EMO, and Netpay have been quick for me.

People should take into consideration what their DXGlobal star rating is when listing OutX's, as this affects how many OutX requests they can list to be processed.
