http://www.wura.co.uk/index.php is a directory with a good PR. Sites from anywhere in the world are allowed, and a reciprocal link isn`t required.

One of the best directories you can get added too in 30 days or less is really JoeAnt; you can sign-up as an editor and post your site instead of paying the fee. If you review competitors sites via Yahoo!'s linkdomain: search operator you'll find this directory at the top of many of the link results. This is because Yahoo! places high value on this directory and one would easily believe Google does as well.

Another great list of directories where you can submit your website is Vilesilencer list. Just google for the vilesilencer list of directories and you will find it. The list is free and it contains url's of directories that accept free submissions, reciprocal link, paid submissions, etc.
