If you havent used vouchers before (like from websitehosting sign-up bonuses) you should know that they can only be used in an adwords account no older then 14 days old. So if your current account is older, just open up a new one (it takes 5 min). And only 1 promo code per account (you have to open up a new account for each new voucher)

And the sweet part is that the vouchers are good all the way until 07/31/2008!

What type of info do you need to make an account?

I can provide VCCs to activate the google accounts $5 activation costs for $5 a piece, and you can enter any information into those if you want (all names/street addresses/countries/city names work there to bill the vcc). Also, if you dont wish to disclose your IP address, you can use a Virtual Private Network (which is better then a proxy) for $5 a month (also a discount I can get for you). So you dont need to disclose your private info if you want.
