I can tell you as a card holder it does not work with payal.

Your load options for the card is e-gold, e-bullion, webmoney, liberty reserve, pecunix, c-gold payment interfaces




The website says the sale is good though the end of december. The monthly fee of 4.95 is automatically taken off when you load your card. I do not think they charge you $4.95 every single month if you are not using the card.
