my own experience is....when they just launched or started, in order for them to get more upgrade members, they will paid promptly.
but once, they reached their target of paid members and the amount is right for them, the program will start to have those signs of an scam likes :-

1) the site becomes unstable, down and up like no body's business
2) login problem
3) they are sick, no time to monitor site
4) problem with those payment processors, account got suspended and so on
5) site was attached by hacker, virus and so on.

so for those hyip programs, normally when it just launched, i will join and invest.
after about 1-2 months, i will stop investing and just be an FREE member.
look for another new program and the sequence start again....
