There's quite a few questions to me about PayPal's withdrawal and why they can't do it.
Here's the thing. If they do not have a local currency for you, it usually mean that they do not have jurasdiction in your country thus they could not have a Local Bank Account. With that, the only way they could actually do something about it is that they could allow you to withdraw your funds via their central account which is kept in the USA.
Since it's not withdrawable in your local currency, you would have to find a way to actually withdraw it using some other methods. Many people go find a US Bank Account linked debit card or ATM card.
This would be a good idea if you have quite a bit of funds in PayPal but if you don't perhaps you could just trade it off on a local market or something. Try looking for you local people who needs it and just sell it off to them. I'm sure there are people who wants it.
Also, another question that comes to me is if would matter if your account is verified or unverified. The only difference is that your withdrawal limit is going to stay there and you'll be only allow that much transaction before they ask you to verify it.
There is only 1 way to verify your account currently and that is via a Credit Card. A lot of people around are selling this and it's quite cheap to actually get it. The ones I know are actually selling for less than $15 most of the time. There's even a few who is selling at $7-$9. When you get your account verified, the withdrawal limit automatically disappears.
So the things I mentioned are actually 2 totally different things. Verifying a bank account does not eliminate the Withdrawal Limit, only after verifying your Credit Card will eliminate the Withdrawal limit.
