Yes, everytime you cash out, there needs to be a reupgrade for half or more. We feel this is the best way for you to maximise your earnings, to reinvest 60-80%, and to protect the program against hit and runs, which we've seen destroy many programs. Also note that the reupgrading can be done directly from your cash balance, just choose upgrade and then pick the "My cash balance" as your "from" account. Hope this clears up some of the confusion.
