i am from indonesia. you know indonesia can't receive payment at paypal. can i make new paypal account with usa verified but i open my paypal in indonesia with indonesia ip... i have us bank account too (not vmi) but i didn't us address...

I think you can use a usa address and zip code, and use a us credit card to verify you're account.
