WHat exactly do the terms upline and downline refer to?

Your upline is generally not very important at all. It's just the person is collects the referral comission for bringing you into the program. Your downline would be a lot more important to you because those are the people who can earn you referral comission when they spend money.
A good upline sponsor could be important in a program if you need assistance or help. It would be their job to help you and therefore its a good idea to have a knowledgeable sponsor or one that is willing to work for you.

Your Upline can be pretty important if you join a program with a forced matrix, because you can get spillover from him. If he does a lot of advertisment, your downline is filled with people referred by your upline
