Hello out there...

If a program is in the closed/inactive subforum because there were no replies to the announcement, am I allowed to re-announce it in the main forum?

The program is still open and running full-force - there was just no responses to previous thread started for it a few months ago.

No, you cannot make a new thread. However, you can post in the old thread and then request we move it to the active section. (use the REPORT button in the thread)
