I was looking at the advertising page and saw the next sticky was available 11/29/06. It said no preordering is available. Does that mean we must wait until the 26th to pay for the sticky? It's a little confusing.

At the moment we have a couple of pre-orders already, and we need to clear out the queue before accepting any more. The date listed is just an estimated date and is dependant on which of our current advertisers renews. Keep an eye on the advertising page for when pre-orders re-open

I just noticed they were open for pre-order for 12/03/06. I paid for the sticky. Do I need to send a message to a mod at any point? The site won't be ready for a day or two.

I got the reply to the ticket. Did that mean if I don't create a thread for the program it may be delayed in getting stickied?

As long as your topic is created before it's time for your sticky to be active, there will be no delays. We just prefer to have a link to your thread as early as possible for our records. If it's not possible for you to create a topic for your program yet, then please at least reply to your ticket and include the name of your program if you have not already done so. That way we can keep track of your preorder properly.
