Yep,thats it. The hand opening and closin signifies someone opening and closing his mouth non-stop

lol to me it looks like it is trying to breath properly and someone is giving tempo

It is very confusing but I would say it is someone sort of mocking someone talking too much and going "yak yak yak."

Truth be told, I don't like those new 3-d ish smileys. I like the flat ones like the ones you can use on this forum.
