The the number two tip you mentioned really helps to get people's attention. Tweets should be constructed very well and carefully. Tweet with a bit of sense of humor in it usually gets many retweets from other Twitter users.

Being fairly new to Twitter I am learning number two!

I have been learning a lot of tips to help get your tweets noticed.

Using popular hashtags can be helpful.

Humor is always good (helps to be funny though...wish I could buy that in a jar).

Making sure that you take the time to craft each tweet rather than just throwing it out there is a good idea.

Some also say that you should tweet 8am to 8pm, weekends are good, and keeping it 100 characters or less is supposed to be good as well.
