Hello , I'm looking to send money to someone on paypal and then have him send it onto another site as I can't do it myself . He's supposed to get his cut for performing this of course, is there a way to make sure he doesn't hold on to my money rather than sending it where it should go? Can I ask paypal to reverse the transaction if there's a problem without having to file a formal complain and have it drag on? We're not talking purchasing goods here from Ebay or otherwise , just getting some money onto a website with some help and using it thereafter.

Kinda sounds like maybe something Paypal would not help you with.. buyers protection is mostly what disputes are for or if you were scammed and can prove it.
So if you are not able to disclose details to them about the transaction, then probably will have a hard time.
Only one piece of advice to give you, get someone you know very well to do it or get someone you both trust to hold an escrow until the deed is done.
