Well what happened with me was the same. I had 18 upgrades i think but these did not
carry forward to the matrix. Then after the matrix was announced i bought another 10
which were placed straight away in the matrix. So i guess the answer to your question
would be NO previous upgrades dont count

I could be wrong EB , A support ticket might be best.

I found this bit of info for you

For example: If you buy 8 Upgrades today, few days later you buy 6 more, you get 1 Matrix Placement (the total of purchased upgrades is 14). Again after another week you decide to buy 7 more, then you still get another Placement because your purchase level is = 8 + 6 + 7 = 21. So, to get a third Placement, you will need to buy only 9 Upgrades more.
