Google for your keyword +"add your site" or your keyword +"suggest a site" to find appropriate sites to link with.

make sure your onpage seo is in place...unique meta data: titles/descrip/tags or your off page seo won't help as much. Older websites tend to give more reliable links so trusted directories, article places, social bookmarking, which others have listed are all ways to gain link popularity.

I've also been promoting my new website. Here is what I have done so far and traffic has been OK so far, still so much more that I must do.

1. Added site to search engines/directories and relevant wikis;
2. Advertise on social sites such as facebook, linkedIn, MSN;
3. Google Adwords;
4. Email Signatures when mass mailing to friends;
5. Word of Mouth to friends; and
6. Be active in several forums.

Not sure if I missed out anything. Hope the above helps.
