Yes, you can! Albeit with some fees, and could take up to 3 business days.

What is the issue with PayPal?

I receive transfers to Union Bank without problems.

Verify your paypal account using Unionbank's EON or a VCC perhaps so that you may be able to withdraw your earnings. As another member have mentioned, it is you that need to comply with your superiors and not the other way around.
