Not just USA my friend, I am in Canada and I have one. But I am Business Verified Paypal Account. I think it is tougher if outside of North America. I just followed the link on the user pages, filled out the info and it was here in about 2 weeks. No charges for issuing the card either.... and I get 2.9% purchase cash back when I use it. It's definitely a great deal if you dont have thousands deposits in real usa bank account to order an atm card. It does charge a small monthly fee and 5% for transaction fee, it's okay if you can earn some money on the internet to cover the expenses. It's much better than having your money stuck in paypal. Hope you find it useful. P.S I do sell vmi cards. You can contact me for more details on the card.
