Payment Processor Tax Question, Withdrawing to re-loadable visa trackable?

If you are Credit Card verified at SolidTrustPay and withdraw your money to a re-loadable visa, then just spend it online or in a store is the money taxable by the IRS? OR if you just keep your money stagnant in your SolidTrustPay account or AlertPay account do you still have to report it? We're not talking about a lot of money here, maybe around $100/Month. I'm just curious what the right thing to do here is. (Which i'm sure is claim it on income tax, but i wanna make sure)

Yeah. I'm curious to as to whether theyre able to track down funds like to say a verified paypal account even though paypal is "privately owned and labeled" payment processor/bank
