Do Moneybookers Allow For Exchange?, What should I careful in moneybookers?

I'm new in moneybookers.
Please advise me, what should I careful in moneybookers?

Do moneybookers allow for exchange?
Can I request refund to MB, if anyone scam me in exchange?

As I see, MB has no charge back policy.
Is it means I cannot claim in case of shopping?

Please advise me!

Yes MoneyBookers allow exchanges. You can see a list of what MoneyBookers does not allow in their website.
Illegal products as example.

MoneyBookers payments are instant, non-refundable. Once a transfer is made it can't be taken back. While this might welcome scammers, it is very appreciated by legitimate sellers who need no hassle and waiting to receive their money. Cause transfers are instant.

because, exchange have many negative effect like scammer. if u got scammed, u can call mb and said u got scammed and mb will track ur money. if exchange allowed.. the scammer can exchange the money and go disappear. and u just can crying because lost of ur money.
