I have a question. Whats the best free database? Postgresql or mysql? Pros and cons? Wich is the best for online database and offline database? Are there any hyip's or autosurfs using postgresql?

Question About Autosurf/hyip

I there. I'm a newbie around here, and i have a (stupid) question about autosurf/Hyip programs.
Where the admin gets the money to pay to investors?
Let's see an example:
A program gives 140% ROI after X days. If i put 100$ i will receive 140$. Where the admin get those 40$ to pay me? If all the sites in rotator are from members, he need another income source.
