Look for free classifieds (don't post your URL, get them to contact you and then give it to them). Put your link in your signature. Use cheap advertising methods to advertise your site (i.e. 1000 hits for $3 etc).

PPC if used correctly and with knowledge can definitely be great as you can find a lot of top ranking websites still using programs like Google AdWords for having traffic.

I'm using Google groups, Blogs, Forums, Youtube, Dig.com and Yahoo answers. Works like a charm for me
