Any Ideas On How To Get A Lower Rate On Credit Cards ?

I have one credit card that has been issued to me by (Capital One) a private credit card issuer, but it has an obscenely high interest rate.

I have found a site Online http://www.zoobat.com/?p=50 offering tips on how to get my interest rate lowered and managed to get Capital One to lower it by 2%. But I still don't know if the interest rate I am getting is good.

What are normal interest rates? Does anybody have any other ideas as to what I could do to get even lower rate?
