Here are some details about the VMI card for people who don´t know the card yet (I don´t think these are many): the card is a stored value card. This means you can get as much cash as it is in the account. There are different ways to fund the card:

Ach-transfer
Bank wire
Card-to-Card-transfer

Here are some options to use the card: as it comes with routingnumber and it´s own unique accountnumber it works exactly like a US bank account. You will be able to add this card to different payment processors and cashout your funds with it (for example PayPal, Epassporte, BidPay) You can´t verify your PayPal account with it but you can add the card as an unverified US bank account. But that´s not all: you can recieve bank wires from US customers directly to the account (good if you have US customers but don´t have a "real" US bank account so they don´t have to pay that many fees for a bank wire). Or you have relatives abroad and send them money using money transfer services like WU or MG regularly? Why pay those high fees? Just give them a VMI card too: you can then just send them money by card-to-card-transfer for only a flat fee of 3$ which is nothing compared to WU fees. The money is instantly available then. And another really GREAT option is to cashout your ecurrencies like e-gold, Liberty Reserve, Pecunix etc. for a fee.
This means you don´t have to wait days to get your money into your bank accs, you will recieve the funds within 24hours after we recieved your payment, mostly much faster. Here are the fees listed for the loading service:

What do you need to apply for the card? It´s not much: all you need is a scanned ID like passport or drivers license (any government issued ID will be accepted).

Who can apply: almost anyone. There are only some restricted countries like Cuba, Iran, Irak...
