Offline programs are programs whose websites have been down for a minimum of 7 days.

I s just an excuse to postpone the withdrawals. If the admin is not responding to suport now when the program is fresh just think what will happen in a few days when" time comes". You are lucky if 50% of them have deposited and if 50% of them send you an support tiket that is 35 mails a day with an average of 5 minutes to one mail , in 3 hours the problems are done.
