When I send the money he want to have 2-3 hours to not back the money . Before a 5 minutes he write me that he have some work and next 2-3 hours he will give me the money . Can you lie me ? Can you withdraw the money for 2-3 hours ?

If you did this exchange through a private exchange with just a person or a Hyip, I wish you luck. They can do whatever they want. That is very risky.
