The thing is that neither MB or PP allow exchangers. Both of them forbids exchanges with their currencies. That's why there aren't any serious ones exchanging MB to PP or the other way around.

Independently by the various tools you can find to transfer from / to Paypal and MoneyBookers in underground and unofficial ways, it is important to underscore that it is ILLEGAL and FORBIDDEN, and that you can get both accounts blocked if you get caught. Not sure if it is clear to everyone (I think it is should be obvious to people working with online cash), but USA / UK / EU based payment gateways that have int'l recognition are legally bound to prevent the purchase of financial services through theor facilities (and this includes a ban about transferring "directly" from PP to MB or vice versa). Same goes for ePassorte and probably for AlertPay. Withdrawing to bank or to credit card or such and thenr eloading is the sole legal way.


Other Payment processors belong to other jurisdictions, to other business networks and to other general mindset. For instance WebMoney, which anyway is progressively restricting this kind of direct exchanges as well. Other ones that don't care for what you use them may be Liberty Reserve and maybe Strict Pay. They are not based in USA / UK, are quite borderline to illegal there (at least LR, which risks problems like e-Gold), get usually loaded via Western Union or money dealers, and they are all another story.
