Direct Bank Deposit = $2.00 To $5.00, Can Anyone help

Can anyone explain who has access to the "Direct Bank Deposit" option costing between $2.00 to $5.00 " as mentioned in the 'Fees' on the STP website ?
I am bank verified and live in the UK but this option doesn't appear in my Deposit Money - Bank Options - in my STP Account.
