I have been cheated by many exchangers and lost a lot. Now, I do it through a local exchanger in Delhi. In India, there are many exchangers in different cities. I have friends who have bought from people in Mumbai and Hyderabad. I also sell my LR balance occasionally for Rs 54-56, depending on the fluctuating rates. I will advise to always talk to the person and meet.
