I'd say as well is to use a service such as feedburner to allow subscriptions by email. This way when you update your content it will automatically send them an email. I feel this helps promote constant traffic to your website.

I was going to say exactly this. I think having the most original or relevant content will keep the visitors coming in a number 1 esque fashion. Making sure to keep the information relevant seems to have always done other admins well.

I think the bottom line from the openning post, is that visitors will come back if there is good quality content, and they will come back as often as you post new information. For instance, I check in on digg mutliple times during the day, because there is new information being posted very, very frequently. Several blogs that I follow, I will check in on a couple times a week, since I generally know they are good for a couple of posts per week.
