Inactive programs are programs whose thread on MMG has not had a single post for a period of 4+ weeks.
Offline programs are programs whose websites have been down for a minimum of 7 days.

My bottom row of my matrix is starting to fill up. Very good since I only joined about an hour ago.
I could not find any info on how the matrix fills. Is there any info on this?

When we cycle, who do we follow? You follow your sponsor, but this is definitely looking like a company wide effort to get everyone to cycle. You're right, the re-entries are helping, and it's nice that they fill those that haven't cycled stage 1. Unusual for an admin to do it this way, less breakage and more get paid!
