Well, I was looking for some of the higher rates for 1 year Certificates of Deposit. Here are a few I found which are about 1% higher then the national averages:

Zionsbank.com/cd_online.p - 3.8% APY
Eloan.com - 3.9% APY
Bank.countrywide.com/landing/cd3.aspx?src=BRTEL001D003 - 3.9% APY

Pleae add any other high rates you may find here.

Those seem really nice, I will look into them more but I hope they do not have high minimum deposits as I currently dont have alot of cash to by locking up for a years time.

WoW! That's all I can say when I see people getting excited about 3.9 to 4.60% on a CD. Guys, think about this for a second you go and put your money in a CD tied it up for a couple of years and u lucky to get 4.9% on your money? C'mon. Now what is that bank going to do? Take your money and invest it in the stock market and get 12 to 24% off of your money! Cut out the middle man get a financial education and learn to invest in the market. Or start a business, or Invest in real estate.
