Paypal Accounts

Hi everybody, i would like to clear some Paypal issues that i have:

Right now i have a personal account and i want to add funds via my credit card and although i'm already verified by it i don't see the option available. Only the bank account option.

Is this a mistake or i need to upgrade my account to premier/business in order to being able to fund my account with my credit card?

I thought that the only forbidden thing with personal account was to RECEIVE payments with credit card, but i thought i was able to at least fund it in order to make upgrades in autosurfs from my paypal balance because admins usually do not accept upgrades via credit card directly.
